Just fixing most of the characters few issues

Changes:

• Shops now label items as "Free" for Duncan
• Duncan can actually be selected now
• Duncan and Pepper's Speed buffs and debuffs actually work now
• Duncan and Pepper can't sneakily swap their unique weapon for another one if the 2nd weapon slot has something in it
